                                    BOARD OF INSPECTION AND SURVEY PACIFIC
Completed Qualification and Certification for Inspection of Command Systems, Control Systems, Communications Systems and Navigation Systems on board U.S. Naval Ships and Submarines.     Conducted Inspections and testing of these systems on many platforms, both on the Pacific Coast and some on the Atlantic Coast.  Each inspection included an evaluation of conformance to design and operating specifications as required by General Specifications for Building Ships, Naval Ships Technical Manuals, Ships plans and equipment drawings.  This also included inspection of mechanical, structural, and electrical components of all systems.  The structural inspection included superstructure inspection of structural components of the ship framing and support system attachments. Additionally, I was personally responsible for the review and rewriting of  the current operating procedures governing the inspection and certification of all U.S. Navy Ships and Submarines.  This procedure governs the only inspection of U.S. Navy Ships which is mandated by Congress.  It determines the degree of operational and material readiness of these ships for wartime operations and whether they should continue service or be decommissioned.

MAR 1985 - JUN 1989  CONSTRUCTION AND BUILDING SUPERINTENDENT,
                                 MARE ISLAND NAVAL SHIPYARD
Senior Superintendent of new construction. Functioned as Project Manager in planning, scheduling and executing repair, construction and design work.  Also responsible for interfacing and coordination of Production Shop Supervisors, Marine Engineering Specialists, and Quality Assurance personnel.  Supervised projects ranging from 1.8 million to 1.0 billion dollars.  The largest project I was involved in included 2 years supervision of construction of Type I structural concrete and structural steel dry     docking facilities. Additional responsibilities included construction of Type I and II buildings and all system components, including extensive use of non-destructive testing of structural steel.

Includes significant applications used by the United States Navy developed in Fortran, Microsoft Basic,    Pascal and various database languages used for the control and administration of various facets of    construction and project operations.
